ALL ELECTRIC, ALL THE TIME: California is going the way of Norway, with a plan to make all new cars emissions-free by 2030. That’s the date when the state wants to ban the sale of new cars with internal combustion engines. Its existing rules require that 2.7 percent of the cars bought in the state be zero-emission.
